Performance Review — Evaluating Program & Department Objective Achievement

Evaluates if programs or departments are achieving objectives efficiently and economically

What is a Performance Review?

A performance review (also called a performance audit or value-for-money audit) evaluates whether programs, departments, or initiatives are achieving their intended objectives efficiently and economically. It goes beyond financial compliance to assess whether resources are being used to deliver maximum value.

The review examines inputs (resources consumed), outputs (deliverables produced), and outcomes (objectives achieved) to determine whether programs are delivering intended results. It assesses the three E's — Economy (minimizing cost of inputs), Efficiency (maximizing output from inputs), and Effectiveness (achieving desired outcomes).

Performance reviews are commonly used in government, non-profit, and corporate settings to evaluate programs, projects, and departments against their stated objectives and stakeholder expectations.

Key Highlights

  • Evaluates economy, efficiency, and effectiveness (the 3 E's)
  • Measures actual outcomes against intended objectives and targets
  • Assesses resource utilization and value-for-money
  • Examines program design, implementation, and results
  • Identifies performance improvement opportunities
  • Common in government, non-profit, and corporate program evaluation

Why is a Performance Review Important?

Organizations invest significant resources in programs, initiatives, and departments without always knowing whether they are achieving intended results. Performance reviews provide evidence-based insights into what is working, what is not, and why.

Accountability

Hold program managers and department heads accountable for delivering results against agreed objectives and budgets.

Evidence-Based Decisions

Provide objective evidence to support decisions about program continuation, expansion, modification, or termination.

Resource Optimization

Identify where resources are being used effectively and where reallocation could deliver better outcomes.

Stakeholder Reporting

Demonstrate to stakeholders, donors, or taxpayers that resources are being used responsibly and delivering value.

Continuous Improvement

Identify best practices and lessons learned that can be applied across the organization to improve performance.

Strategic Alignment

Ensure programs and department activities remain aligned with organizational strategy and evolving priorities.

How a Performance Review Works

A performance review follows a structured methodology to objectively assess program or department performance against defined criteria and objectives.

1

Objective & Criteria Definition

Define the performance objectives, evaluation criteria, and benchmarks against which the program or department will be assessed.

2

Logic Model Development

Map the program's logic model showing the relationship between inputs, activities, outputs, outcomes, and intended impact.

3

Data Collection

Gather quantitative and qualitative data including performance metrics, financial data, stakeholder feedback, and operational records.

4

Performance Analysis

Analyze performance data against criteria to assess economy, efficiency, effectiveness, and overall value-for-money.

5

Root Cause Analysis

For areas of underperformance, investigate root causes including design flaws, implementation issues, and external factors.

6

Recommendations & Reporting

Present findings with evidence-based recommendations for performance improvement, resource optimization, and strategic adjustments.
